Speaking & Debate

Robert’s Rules of Order Newly Revised, 12th Edition · §§ 42–43

Wait to be recognized by the chair and speak to the pending question.

Address remarks through the chair. Focus on the proposal rather than another member’s motives.

Generally, a member may speak up to twice on a debatable question in one day, with a ten-minute limit per speech, unless modified rules apply.

Do not let repetitive or unrelated discussion consume time intended for decisions.

For the chair

State the question clearly, recognize speakers fairly, and intervene when remarks become irrelevant or improper.

Closing debate

The Previous Question is a motion to end debate and vote; when used, it generally needs a two-thirds vote. A chair should not simply declare debate ended over objection.
