Quick Reference

Robert’s Rules of Order Newly Revised, 12th Edition · §§ 10–24, 41, 44

Propose action: make a main motion after recognition.

Change a pending proposal: move to Amend.

Need committee study: move to Commit or Refer.

Something is procedurally wrong: raise a Point of Order.

Ask about procedure without changing the pending question: make a Parliamentary Inquiry.

Want debate to end: move the Previous Question; this normally requires a two-thirds vote.

Important cautions

Postpone Definitely schedules business for later; Lay on the Table is for an urgent interruption, not a general way to kill a proposal. Rules differ by motion.

GCA comes first

Check the GCA bylaws for the specified meeting, quorum, election, and amendment rules.
