Meeting Basics
Robert’s Rules of Order Newly Revised, 12th Edition · §§ 3–4, 8–9, 40–41
Start with a quorum and a proper call to order. Confirm that the meeting has authority to conduct business.
Follow the adopted order of business. The chair recognizes members before they address the assembly.
Minutes record actions, not a transcript of everyone’s comments.
GCA membership meeting quorum is 45, under Article VIII; its board rules appear in Article IV.
How a meeting flows
Call to order → determine quorum → approve prior minutes → reports → unfinished business → new business → adjourn. The exact sequence is governed by the applicable agenda and rules.
GCA application
The GCA bylaws specify different regular schedules for board and membership meetings. Consult Articles IV and VIII before preparing an agenda.
