Robert’s Rules of Order Newly Revised, 12th Edition · §§ 49–51
A committee examines assigned questions and reports findings or recommendations to the assembly.
The board may accept, reject, refer, or amend proposals under its applicable rules and authority.
Avoid reopening every detail of committee working discussions during the board meeting. Discuss the report and the recommended action.
A committee’s recommendations are not automatically board decisions.
GCA committees
The bylaws specifically address the Finance, Bylaws Review, Nominating, and Special Projects Review Committees. Verify their membership, authority, and reporting lines in those provisions.
Effective reports
State the committee’s assignment, what it recommends, any requested board action, and the practical reasons for that recommendation.
